By potentially forcing Israel to withdraw from Lebanon, "the agreement seeks to handcuff Israel." If only Israeli leaders could be handcuffed and arrested for invading Lebanon in the first place.
Iran getting some stolen money back "could wind up funding more missiles in Iran and aiding Tehran’s militia allies." Or it could help Iran rebuild the destroyed infrastructure caused by US-Israeli missiles.
And the deal defers talks on Iran's nuclear program, which is an "existential threat to Israel." He's writing this about a country that doesn't have nuclear weapons, while sitting in a country that does have nuclear weapons.
